
We are thrilled to announce the opening of El Portal Place in San Pablo—a new community of 54 apartments for chronically homeless adults with disabilities. Hope Solutions will be providing clinical support, property management, case management, and individualized connections to additional support services. We are honored to have been selected by the county to launch this vital addition to housing in our community.
What sets this project apart is its inventive approach: the complex was created by converting a vacant commercial office building into affordable homes, allowing for an expedited construction and opening timeline of only 2.5 years. By repurposing existing buildings, this project demonstrates that converting vacant commercial spaces into affordable housing could be a faster and more cost-effective way to address the Bay Area’s ongoing housing crisis.

The adaptive reuse project reimagined the two-level, 27,000 square-foot building as a community of small residences, each approximately 300 square-foot, with ADA-adaptable bathrooms and kitchenettes. The project includes recreation areas, a dog park, EV parking, and provisions for a future residents’ garden and rooftop solar array.
